Gov. Luis Fortuno of Puerto Rico has signed a bill into law today (October 11) that will ban the use of cellphones while driving, unless the driver has a hands-free device (HFD). It should be noted, though, that the law will not go into effect until January 2013, giving the government time to install roadway signs throughout the island and educate the driving public.
COMMENT: When the law does go into effect, violators will face a US$50 fine for each offense. A study has revealed that seven of 10 drivers in Puerto Rico occasionally talk on a cellphone while driving.
