Libya: Update--Official Americans Have Already Left Country, Why Did Tripoli Wait So Long?

COMMENT: The US Department of State warns US citizens against all travel to Libya and recommends that US citizens currently in Libya depart immediately.  

Interestingly, earlier today (July 26), the US Embassy in Tripoli suspended all embassy operations in Libya and relocated staff external to Libya, due to ongoing violence between Libyan militias in the immediate vicinity of the Embassy. 

Considering that Libya has been in turmoil nationwide for WEEKS, why did the State Department wait until all official Americans had been evacuated before notifying private US citizens?
