I urge deliberate thought when it comes to responding to counterparts who speak a different language from that of your own.

If a foreign counterpart sends you an e-mail, letter, or fax written in his or her language, respond in kind unless you are absolutely sure that your counterpart speaks YOUR language fluently and will not be offended.
